The University Center of Lake County was formally established by the Illinois Board of Higher Education on December 15, 1998. In 2000, the Center was approved as a nonprofit 501 (c) (3) corporation with an independent Governing Board which is the legally and fiscally responsible entity for the University Center and which has the hiring, appointment and supervisory authority for the Executive Director position.
An annual State of Illinois grant appropriation of $1 million provides approximately half of the necessary operating revenue for the Center’s facilities, staff, and services. An additional $1 million of operating funds must be raised in the form of member fees/rents, services, programs, gifts, and other grants each year.
In the twenty-one plus years of existence, the mission of the University Center has been to provide place-bound citizens access and choice of bachelor completion, graduate, and advanced professional development programs from multiple colleges and universities.
The founding Executive Director and Dean has announced his desire to retire on April 1, 2019. The University Center’s Governing Board now seeks a successor. The Board’s vision is that the University Center becomes more widely recognized for its contribution to stemming the out-migration of students through provision of high quality programs and services that enable students to remain in place. At the same time--since technological advances make delivering higher education remotely less dependent on a physical facility--the Board’s vision is that the Center expands beyond this primary function to give more attention to workforce development and regional engagement.
The Governing Board seeks a leader with the creativity to evolve the service and business models so as to enable the Center to meet its annual budget without drawing on reserves. That leader will also need the willingness to roll up sleeves to manage a small (9 person) staff and a physical facility. Expertise in workforce development, regional engagement, and change management will be beneficial in achieving those goals as would experience in managing a marketing campaign. The Board is seeking a leader who is able to work closely with the Illinois Board of Higher Education and Illinois General Assembly to secure or increase the annual appropriation. A successful candidate should also be adept at working with the Governing Board and with the colleges and universities that comprise this voluntary consortium.
The Executive Director provides leadership and direction to the University Center of Lake County and serves as the Center’s chief spokesperson within the community and member institutions. Additional oversight responsibilities include: personnel and fiscal management, state reporting, and strategic counsel provision to the Center’s Governing Board. Familiarity with the region, its corporations and businesses, the Illinois higher education sectors including independent and proprietary institutions as well as community college interests and needs, and technology-based delivery of instruction are desirable. A successful candidate with appropriate academic credentials may take the title of Executive Director and Dean.
