Summary of Duties and Responsibilities:
The Community and Economic Development (CED) Program with Iowa State University Extension and Outreach is seeking qualified candidates for a Program Coordinator III – Local Government.
The successful candidate will provide leadership in the development and delivery of educational curricula, programs, technical assistance, and consultation in areas relevant to local and state government administration, with a particular emphasis on local government finance and administration. This position is partially funded through a partnership with the Iowa League of Cities. The successful candidate will direct ISU Extension and Outreach's annual Municipal Professionals Institute and Academy, collaborate in the development and delivery of the annual Municipal Leadership Academy, and provide other continuing education opportunities to municipal clerks and other city and county professionals. Besides the League of Cities, the individual in this position will be expected to collaborate with other entities involved in state and local government, which include The Iowa State Association of Counties, the Iowa Municipal Finance Officers Association, the International Institute of Municipal Clerks, the Iowa Government Finance Officers Association, the International City/County Managers Association, and relevant state agencies.
In addition, the successful candidate will also work within the Knowledge Teams of the CED program unit – teams comprised of faculty, educators, and specialists located throughout the state – to develop program materials and the provision of training/education for communities. Specifically, the individual in this position will work as a member of the Local Government Knowledge Team to develop, coordinate, and evaluate the educational programming offered by CED relevant to local government elected and appointed officials.
The Program Coordinator III will serve as a model for others in using innovative and creative approaches to program development and delivery; conduct and analyze needs assessment activities and identify and implement innovative ways to meet clients' needs; initiate interdisciplinary programming; and provide leadership/supervision and subject-matter expertise at the local, state, and national level.
The successful candidate will possess exceptional analytical, public relations, and written and verbal communication skills in order to effectively represent CED programs and outreach to the public. The candidate will have the ability to work independently and prioritize multiple ongoing tasks concurrently to ensure immediate deadlines are met. Outstanding organizational skills and strong attention to detail will also be needed in order to be effective in this role.
Required Education and Experience:
Bachelor’s degree and 5 years of related experience; OR a Master’s degree and 3 years of related experience; OR a combination of education and/or related experience totaling 9 years unless otherwise specified under supplemental required education and experience. Experience must be at a comparable level and directly related to the duties of this position.
Preferred Education and Experience:
Master's Degree in Community Development, Community Planning, Public Administration, Public Policy, Economics, or closely related field.
Additional years of related experience.
Experience in public administration and/or finance (e.g. city clerk, finance officer, city department head, or related).
Experience with government code as it impacts local government administration.
Experience in teaching adults involved with local government.
Experience in community and/or economic development.
Experience in adult education, educational program preparation, and presentation to the public.
The location of this position is in Ames, Iowa.
The duties of this position require willingness to work evenings and weekends.
This position requires travel to carry out Extension and Outreach responsibilities, and candidates must have access to their own transportation.
