Reporting to the Director of Strategic Sourcing & Sustainability, this position is responsible for procurement oversight and support of several spend categories, including Advertising, Communications, Creative Services, Graphic Design, Marketing, Media & Print. Core duties include contract development, negotiation and execution; competitive bid facilitation (in both lead and supporting roles); supplier management; and strategic category oversight. This position will have a high level of interaction with stakeholders from each of Penn’s Schools and Centers, and will be accountable to servicing the support needs of those stakeholders. Additionally, as a central position, it is responsible for governing procurement policies as well as setting and executing strategies on specific product and service lines. The position supports Purchasing Services’ efforts to ensure it is enabling smart and innovative supplier solutions for Penn stakeholders; containing cost and maximizing value to Penn; proactively fostering inclusiveness and advancing efforts related to supplier diversity and local purchasing; and supporting efforts to ensure sustainability in the supply chain. Beyond interaction with Penn’s stakeholders and suppliers, this position will include external interaction as it will have the opportunity to work closely with peer institutions and various organizations with which Penn actively engages to advance economic inclusion, sustainability, and best procurement practices. Key skills and attributes for this role include but are not limited to the following: deep knowledge and experience in the spend categories above; ability to effectively develop, negotiate, and manage contracts; ability to positively and effectively collaborate with stakeholders at various levels; ability to balance service to end stakeholders while maintaining oversight of policy compliance. At the senior level (Grade 28) this position is also expected to support specific portfolio and/or Division-wide strategic projects/initiatives; may be responsible for the functional supervision of one or more staff members; and independently initiates and/or provides leadership of internal or cross-functional project team/s.
