This position reports to Director of Employee Benefits for the Office of Human Resources and is responsible for the management, administration, implementation and communication of cost-effective and compliant health and welfare benefits. The Associate Director of Benefits oversees and controls the activities involved in the implementation and administration of the University’s robust employee benefit program which includes: group health/medical/dental coverage, life insurance, disability insurance, leaves of absences, unemployment, workers’ compensation, 403(b) retirement plan and other voluntary benefits. This position is responsible for overseeing Benefit department staff members.
Serves as backup to the Director of Employee Benefits for all aspects of benefits administration and is accountable to the SVP of Human Resources in Director’s absence.
Ensures efficient management, administration and communication of all employee benefit programs including: group health/medical/dental coverage, life insurance, disability insurance, Leaves of Absences, unemployment, workers’ compensation, 403(b) retirement plan and other voluntary benefits.
Supports the Director in assessing trends for future programs by benchmarking existing plans with those of other high education organizations by analyzing other University offerings, surveys and other available sources of information. Ensures programs are current with regard to trends, practices and cost. Participates in area and industry surveys.
Assists the Director in managing the University’s annual benefit Open Enrollment process by collaborating with, and managing relationships with, health and welfare broker representatives and vendors. Creates and coordinates the distribution of open enrollment materials, including updating of rates within HRIS systems and with applicable vendors. Creates, updates and/or edits Plan material and communication pieces.
People Management: Sets expectations, objectives and coaches Benefit department staff towards exceptional performance. Collaborates with Benefits Director to hold staff members accountable to high standards, mentor, coach and celebrate professional successes.
Supports the Director with annual health and welfare renewals and annual strategic visions for Plans and Communication campaigns.
Assists with all large-scale Benefit projects, including but not limited to: 403(b) Retirement Plan fund and administrative changes, Implementations, Fee Disclosure, Non-Discrimination Testing, 5500 filings, IRS Plan Audits and SAR distributions.
Supports the Director with the preparation and execution, along with appropriate legal consolation, all employee benefit documentation such as Plan Summaries, Benefit Agreements, and Summary Plan Descriptions. Keeps all Plan documents, employee communications and benefits website pages up to date.
Supports the Director in ensuring the University’s compliance with all pension, and health and welfare regulations, including national health care reform (Affordable Care Act) and state mandates. Works closely with Director of Benefits to assist with all aspects of reporting and compliance under the Affordable Care Act.
Manages ongoing auditing of HRIS benefit elections/deductions. Performs continuous reconciliations. Works closely with SJU Finance department to ensure vendor invoices are paid timely and accurately. Evaluates and audits benefit payroll deductions, runs applicable reports, corrects deficiencies as needed.
Conducts and presents benefit information sessions on a variety of topics, including Open Enrollment, New Hire Orientation and Retirement Plans. Responsible for all New Hire Orientation material and benefit presentation communications.
Advises and counsels employees on existing benefits. Performs exceptional customer service. Administer continued health benefits for retired employees, including those who received Special Agreements. Investigates unusual and complex cases and applies critical thinking and diagnostic approach to resolve and remedy.
Assists with cross-functional Human Resources projects as needed, including but not limited to HRIS, Payroll and other Human Resources projects as needed.
Skills and Qualifications:
Bachelor’s degree required, Master’s degree preferred. SPHR, PHR, SHRM or CEBS Certification a plus.
Extensive knowledge of benefit programs with a minimum of 8 years of progressive experience.
Must have demonstrated and proven success with standard concepts, practices and procedures within the employee benefits field.
Proven success with HRIS functionality and environments required.
Experience with BANNER HRIS systems a plus.
People management skills: Proven ability to clearly articulate vision, expectations and hold staff accountable to high standards while celebrating successes and providing appropriate coaching.
Demonstrated ability to direct, and successfully manage, a wide variety of diverse projects. Must possess excellent project management skills and the ability to multi-task.
Proficiency with MS Excel and Word.
Strong written and verbal communication skills.
Excellent presentation, time management and organizational skills.
