The Texas Association of Public Employee Retirement Systems (“TEXPERS”) is searching for an Executive Director to lead a statewide, voluntary nonprofit association serving member systems representing nearly 130,000 active and retired participants and approximately $89 billion in assets. TEXPERS operates for the purpose of safeguarding and promoting the rights and benefits of public employees in existing legally constituted local retirement, pension or annuity benefit plans. TEXPERS provides education and legislative advisory services to the Trustees, administrators, professional service providers and employee groups that manage the retirement money of police, fire fighters, municipal and district employees in cities across Texas. The Executive Director of TEXPERS reports to the eleven-member Board of Directors and performs highly responsible, professional work in executing the decisions of the Board. S/he leads and provide competent, experienced direction and guidance in management of TEXPERS’ programs in membership recruitment, conferences and meetings, publications, public relations, statistics, survey, liaison with allied organizations and certain financial operations.
Work is performed independently with little or no daily supervision. Performance is reviewed by the Board annually. The Executive Director maintains an open and transparent relationship with the Board of Directors, demonstrating accountability in all decisions and actions.
Leadership & Management
Collaborate with the Board of Directors to refine and implement the strategic plan while ensuring that the budget, staff and priorities are aligned with TEXPERS’ core mission
Establish effective decision-making processes that will enable TEXPERS to achieve its long- and short-term goals and objectives
Actively engage staff, members, board members, potential members, state legislators, state officials, consultants, media, and the public on public pension issues
Maintain and enhance relationships with members and member groups to strengthen TEXPERS’ relationship with these customers
Communications & Legislative
Communicate with and represents TEXPERS, as the primary spokesperson and liaison, to outside stakeholders including the public
Communicate with membership through newsletters and other publications on Texas pension issues
Conduct an effective outreach program to the media on Texas public pensions to increase public understanding of the issues and enhance trust in TEXPERS as an information source
Provide testimony on legislative or regulatory matters impacting TEXPERS
Training & Conferences
Plan, promote and conduct annual TEXPERS training including annual conference, Summer Educational Forum, Basic Trustee Training classes, and additional focused workshops
Qualifications and Experience
The Board is seeking a strategic leader with an understanding of public pension systems, particularly in Texas. An executive with a strong operational and administrative background is desired. Demonstrated ability to effectively oversee and manage staff. In addition, the executive should have exceptional communication skills, written and oral; experience addressing large groups in formal settings and experience working in advocacy and with elected officials. Experience in overseeing large-scale educational events. A professional with absolute integrity. Self-confident with a sense of urgency about the work of TEXPERS.
Bachelor’s degree (advanced degree preferred) in business or public administration, public finance or a related field. Extensive related training may be substituted for degree. Working knowledge of federal and state pension laws is preferred.
Executive experience dealing with corporate, private or public board of directors is preferred.
Employer will assist with relocation costs.
