The City of Eugene Parks and Open Space Division is at a very dynamic point in time with development of a comprehensive approach to managing public trees and vegetated stormwater facility services. We are seeking an equally dynamic manager who will help to develop a vision and strategic plan to advance clean water and healthy forest initiatives for the Division through leadership of a new section dedicated to operating and maintaining the City's urban forest, open stormwater facilities, and landscaped medians.
The Parks and Open Space Division is part of the Public Works Department and is responsible for approximately 4,800 acres of public lands including developed parks, natural areas, wetland conservation areas, and all of the vegetation within the City's public rights of way. Our Division's mission is to protect, enhance, and maintain Eugene's public green spaces for healthy people, community, and environment. Maintaining clean air and water are important values held by the community and integrated into all aspects of the Division's work. The best management of the vegetation within the City's rights of way is a critical component of this work. Reducing environmental impacts such as pollutants loads and reduction of heat, enhancing green space corridors and tree canopy, improving the health of local waterways including the Willamette River, and improving community livability are all goals of the Division and focus of the work of this new section.
The new Green Infrastructure Maintenance Manager will lead, direct, oversee, and provide supervision and management of all activities of the newly established Green Infrastructure Maintenance Section which includes developing and maintaining right-of-way vegetation including street trees, landscaped medians, storm water facilities, enforcement and permitting programs, public relations and communications. This section will consist of 19 FTE, with an annual operating budget of $3.1 million and be responsible for:
Managing over 30 acres of right-of-way landscapes distributed across 200 individual median and landscape sites
Managing 300 plus public vegetated stormwater facilities and bio-swales
Managing the health and welfare of approximately 100,000 street trees
Managing significant interaction with the planning and private development community during plan review, permit issuance, contract negotiations, inspections and enforcement activities
Managing right-of-way vegetation and private environmental stormwater code enforcement and compliance programs
Leads, manages, directs, and coordinates all activities of the Urban Forestry, Vegetated Stormwater Facilities and Median Maintenance Section of the Parks and Open Space Division of Public Works. Directly supervises and guides multiple work unit supervisors in planning, organizing, prioritizing and implementing work unit budgets, work plans, programs, and associated activities.
Minimum Qualifications: To be considered for this position, candidates must have five years of increasingly responsible operations experience in the management of at least one of these areas: storm water/water quality facilities, urban forestry, and landscape maintenance programs, which includes supervisory responsibility and a Bachelor's degree with major course work in park – natural resource management, urban forestry, horticulture, or a closely related field.
