CCE of Rensselaer County is seeking a full time qualified and experienced 4-H Youth Development Resource Educator to serve as a team member in developing, planning, implementing and evaluating the 4-H and Youth Development education programming. Responsible for identifying and assessing educational program needs, developing program goals and objectives, planning, developing, implementing, and evaluating educational programs for youth and adults who work with youth, with a subject focus on science and technology, healthy lifestyles, life skills and workforce preparation, as well as community service and leadership. Provide volunteer and member support and management.
Work as an Extension Association team member in addressing local, regional, and statewide programming priorities. Lead, oversee and carry out fund development and fundraising efforts of the 4-H Youth Development fundraising. In addition, manage fund development efforts budget, including preparation and submission of monthly vouchering and budget modifications, as needed.

Master's degree in education, youth development or related discipline plus experience in youth development and/or working with youth relevant to the role of the position.
Ability to meet the frequent travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.
Ability to meet acceptable background check requirements.
Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Position Responsibilities & Essential Functions
Program Assessment - 15%
Develop methodology in collaboration with Team Leader, Executive Director, staff, and other stakeholders to assess the 4-H Youth Development Program.
Ensure program assessment is within scope of the statewide Plan of Work and in-line with any funder's guidance.
Develop program needs assessment.
Use subject matter knowledge to conduct needs assessments and analyze program needs.
Identify program gaps and emerging needs and make recommendations for programmatic offerings, enhancements or improvements.
Program Development - 20%
Apply subject matter knowledge to develop educational strategies to meet identified objectives and goals.
Develop educational programs, materials and activities to meet identified needs and to carry out program priorities and goals including youth strengthening life skills.
Research, identify and select existing resources to meet the needs of the program.
Ensure program development is within scope of the statewide Plan of Work and in-line with any unique and local funding sources needs.
Structure programs to meet the needs of diverse program participants and meet changing local and/or regional issues.
Make programmatic changes based on program evaluation outcomes.
Program Delivery - 20%
Educate stakeholders and partners on the importance of physical activity and 4-H Youth Development.
Apply in-depth subject matter knowledge to create lessons plans to deliver educational programs as part of the County 4-H Youth Development Program.
Deliver high quality 4-H Youth Development educational programs and events that address local, regional and statewide 4-H Youth Development programming priorities. Events and programs may require involvement of volunteers.
Provide leadership and assist in special projects including but not limited to 4-H Leader trainings, County and State Fair, 4-H Fundraising, Public Presentations, Workshops/Camps, and other Extension Association activities as assigned.
Deliver volunteer trainings, including but not limited to presentations, workshops, seminars, conferences, individual consultations, electronic and digital media in support of program delivery.
Utilize a variety of educational methods which may include direct teaching, group experiences, media, newsletters, electronic technology, internet, and distance learning to deliver program.
Provide educational program efforts via mass media including contributing articles to 4-H newsletter, utilizing emails, phone messages, and website postings.
Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.
Serve as subject matter expert.
Ensure program delivery is within scope of the statewide Plan of Work and in-line with the needs of funders.
Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
Program Evaluation - 10%
Apply subject matter knowledge to evaluate educational program.
Develop program evaluation framework and tools based on subject matter knowledge.
Implement program evaluation as designed.
Interact with various constituencies to obtain their evaluation of programs.
Analyze and evaluate collected program evaluation data and communicate results and findings.
Make recommendations to constituency for further program improvement.
Ensure program evaluation is within scope of the statewide Plan of Work and in-line with 4-H Youth Development and local Plan of Work.
Applied Research - 5%
Communicate social and economic changes to Cornell University Specialists that may be studied and/or acted upon.
Ensure applied research is within scope of the statewide Plan of Work and in-line with the local Plan of Work.
Assist in conducting applied research in conjunction with Land Grant University Faculty as outlined in CCE program definition and standard.
Assist in the collaboration with Cornell faculty to design or create applied research collection framework.
Direction - 10%
Develop educational strategies to meet the needs of the community identified objectives of 4-H Youth Development and any associated grants or special projects.
Provide input to the Team Leader and Executive Director for the planning of the program budget.
Initiate and develop grant or other funding proposals in order to secure ongoing or new funding to support and enhance educational program offerings.
Collaborate with regional entities as is appropriate to aid in identifying priorities and aiding in any changes to increase community relevance.
Assist in developing and/or enhancing/expanding relationships with appropriate agencies, organizations, industries and community leaders for the program.
May assist in the design of a system of ongoing involvement of citizens which expresses the demographics of the community.
May plan effective strategic external and internal program communication/ marketing efforts.
Management - 10%
Assist supervisor in administrative and program management activities, as assigned.
Monitor program to ensure that educational content conforms to research base, policies and objectives of the association and is research knowledge-based.
Provide support to manage volunteers as needed.
Oversee the management of educational strategies to meet the needs of the community.
Manage the promotion of 4-H Youth Development and volunteer recruitment efforts including enrollment campaigns, public relation initiatives and networking/collaborating with government, economic, educational and other organizations.
Meets or exceeds targeted 4-H volunteer recruitment goals assigned by the 4-H Team Leader.
Assist in solving problems and resolving conflicts that arise from programs, utilizing appropriate policies and procedures.
Effectively allocate financial resources to accomplish program objectives.
Assist with the project budget and budget modifications, as needed.
Monitor 4-H Youth Development income/expense to ensure the spending is within budget constraint. Seek guidance from the Team Leader and Executive Director for identifying and managing operating variances.
Guide the implementation of communication strategies that relate to 4-H Youth Development.
Coordination/Operation - 5%
Provide administrative support for program design and for the implementation of the assessment, development, delivery, research and evaluation of established educational program goals.
Compile existing resources into educational program materials.
Assist in coordinating the program implementation, planning and activities efforts.
Collect evaluation and program needs assessment data from program participants based on existing framework.
Assist in coordinating the program implementation, planning and activities efforts.
Submit appropriate grant or other funding proposals, including financial documentation that may be required.
Complete required financial documentation to meet program budget requirements.
Support mass media efforts related to 4-H Youth Development.
Schedule, coordinate and facilitate project-related meetings and conference calls as required or as needed.
Complete evaluation submission and reporting requirements following established grant criteria/plan.
Travel to various locations in an effort to meet program material and marketing needs. Examples include but are not limited to purchasing and/or delivering program materials, taking pictures and notes, etc.
On a frequent basis transports self, and/or youth program participants (for example, to Cornell University, State Fairgrounds, etc.) also frequently lifting or moving program materials and resources to program settings.
Professional Improvement - 5%
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
