Job Purpose: Participates in activities of the Division of Human Resources, Office of Talent Acquisition. Responsible for driving activities related to recruitment, selection, hiring, staffing, personnel changes, and vacancy management processes by demonstrating expert industry knowledge, effective mentoring skills, training and strong client partnerships for all position within the University of South Carolina. Create and foster relationships to attract and recruit candidates of diverse backgrounds. Utilize various sourcing and pipeline strategies to proactively identify qualified candidates that match short and long-term client needs. Serve as an institutional partner and peer resource, advancing the recruitment process and building organizational awareness.
Job Duties: 1.) Coordinate with hiring managers to identify staffing needs. Develop recruitment plans and design various recruitment strategies to assist in filling position needs. Source potential candidates through online channels (e.g. social platforms and professional networks). Design, foster, and maintain effective long-term relationships with applicants, potential candidates, the community, and business partners. Maintain subject matter expertise to assist in sourcing candidates per customer requirements. Perform data review, research/report and correction of data discrepancies. Research, collect and analyze a wide variety of complex information requests using internal and external resources for preparing and submitting various reports, such as time to fill, trends in talent availability, hiring practices and recruitment strategies.
2.) Provide support and consultation to all customers. Gather competitive data in the implementation of various strategies, assist in communication with the team, and develop effective relationships with hiring management. Design an efficient network to provide required training and implement various sourcing and retention strategies for all campuses. Coach hiring managers on hiring practices, trends and selection/employment updates. Provide ongoing interview and selection training to search committee members and hiring managers.
3.) Ensure compliance with all USC policies. Evaluate and make recommendations to streamline processes. Maintain requisition records. Prepare reports of recruitment statistics, maintain accuracy of applicant tracking system, and document all process to ensure compliance. Advise on the University's employment policies, practices and procedures. Provide outreach to applicants on vacancies within the University, review applications for minimum qualifications, and refer qualified applicants to hiring department. Follow up with departments to determine that interviews were conducted and affirmative action goals were considered. Review pending applications and discuss with applicants their interest in re-applying for vacant positions as appropriate. Provide career counseling to current employees who are having difficulties in securing a transfer or promotion and prospective employees. Assist with the Dual Career Services Program to the University and major employers.
4.) Develop and maintain community public relations and partnerships with various community agencies, employment agencies, professional organizations/societies, and educational institutions. Establish and maintain relationships with human resources representatives on improving processes and human resources related issues. Establish membership and participate in various human resources industry organizations. May serve on committees and task forces related to recruitment issues. Serve as the liaison between the Office of Talent Acquisition, assigned areas of USC, and HR Contacts.
5.) Provide general administrative support such as prepare correspondence, files, forms, arrange meetings, process confidential documents, and track deadlines. Assist in greeting applicants, handling telephone calls, etc. Assist the Sr. Talent Acquisition Consultant as needed. Perform other duties as assigned.
6.) Stay abreast of all state and federal laws and regulations regarding employment practices, including equal employment opportunity compliance (EEO) and affirmative action guidelines, such as the Americans with Disabilities Act. Keep up with current issues and matters in the organization related to HR department.
7.) Serve as point of contact regarding the use of the PeopleaAdmin Applicant Tracking System. Troubleshoot issues/problems related to the applicant tracking system. Recommend and assist with the implementation of new system processes. Assist in providing training to employees regarding any federal law, compliance, process and procedures, PeopleAdmin, and any other related subjects under the Office of Talent Acquisition.
Advertised Minimum Qualifications :
Bachelor’s degree and 3 years' experience of human resources, recruitment, talent acquisition or related experience.
Thorough knowledge of human resources policies and procedures. Thorough knowledge of state/federal law. Proficiency in the use of Microsoft Office Software (Word, Excel, Access and Outlook). Demonstrated knowledge of applicant tracking systems.
