Duties of Position:
Provides knowledge of legislative and governmental funding issues, which potentially have impact on the institution.
Investigates opportunities for formula funded, semi-competitive and competitive grants from governmental agencies at the federal, and state; establishes relationships with governmental agency personnel, as appropriate.
Reviews processes and procedures to ensure compliance with government funding agencies; rules and regulations; communicates/meets regularly with government sources to maintain relationships.
In collaboration with the Vice President of Institutional Advancement, the College President, College Executive Officers, and other Advancement staff, develops and manages college strategy for strengthening relationships with elected officials and government agencies and increasing their understanding of and support for Harper College.
Works with the College leadership to identify priority legislative and government relations issues for the College.
Assists the President in coordinating the varied functions of the office, including public relations and official functions.
Acts as support to the Liaison between Board of Trustees and the College.
Serves as point person for Board inquiries and requests, and facilitates a clear line of communication between the Office of the President and the Board of Trustees.
Communicates and advocates College priorities to local, regional, state and national elected officials and staff.
Monitors legislation and policy activities, updates and advises College leadership and staff about relevant policy proposals and actions, and works with College staff to analyze potential impacts on the college. Coordinates government relations strategy with other relevant stakeholders, including College and Foundation Board members, state and national associations, student organizations, employee unions, and government relations staff from other agencies and industry. Engages constituents inside and outside the college in support of the college’s government relations agenda.
Develops a wide range of materials in support of the College’s government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.
Plans and implements events and other activities to support the College’s government relations goals, such as town halls, news conferences, campus visits, and meetings.
Provides technical assistance to College faculty and staff on government relations issues.
Plans budget for government relations activities within the College Advancement budget.
Assists with the development and implementation of special projects, such as, but not limited to, bond measures, open houses, building dedications, and community activities.
Serves as the proactive liaison with national, state and local elected officials on issues related to higher education legislation, regulation and funding.
Shares key communications with public officials and governmental stakeholders.
Alerts Public Relations staff to potentially newsworthy action items and assists in preparing communication.
Directs the College's response to pending legislative concerns in concert with the President; monitors the state and federal level communications, as they relate to funding and legislation.
Supervises administrative assistant, consultants, Manager of Media and Legislative Affairs, Internal Communications, and Community Relations, external writers and evaluators, as appropriate.
Performs other related duties, as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of the principles, practices and procedures of media, public, and community relations; comprehensive knowledge of College objectives, procedures and organization; excellent oral and written communication skills; ability to work with Board members, administrators, teachers and all support staff; ability to establish and maintain effective working relationships with school officials, administrators, teachers, staff and associates.
Bachelor’s Degree in English, journalism, education, communications, or related subjects required, Master’s Degree preferred. Extensive experience in community collaborations and strategic communications, preferred.
Five years of experience in community relations, legislative relations or related area, preferably in higher education.
