We seek a Contract Officer who will prepare and process Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (P.O.s) for the procurement of goods, materials, equipment, professional services, and public works.
The Contract Officer will be responsible for managing all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations and policies governing public agency purchasing (e.g. Federal Transit Administration Third Party Contracting Guidelines and the Federal Acquisition Regulation); reviewing solicitation requirements for reasonableness, recommending contract type, determining appropriate procurement strategy, and method of compensation; developing terms and conditions and solicitation provisions; leading contract negotiations to achieve best overall value for the agency; and performing contract administration.
You will also be responsible for authorizing award of contracts and approving purchases, contract amendments and work directives consistent with District policy and procedures; preparing and issuing professional service agreement work directives; negotiating and maintaining rate agreements and any adjustments; maintaining contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, responding to requests for approved equals, addressing questions and requests for clarification, conducting public bid openings, analyzing bids received, determining responsiveness and responsibility of apparent low bidders, checking references and performing cost/price analyses. Other duties include: managing and performing contract activities using PeopleSoft; developing contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel; researching and evaluating single/sole source procurement requests; providing guidance to Project Managers on all aspects of the procurement solicitation and contracting process; preparing written reports and contract award recommendations to the Senior Contract Officer; providing guidance and administration on a wide variety of contracts including on-call contracts; and interfacing with Federal, State, local government, and transit agencies.
The ideal candidate will have a Bachelor’s degree in Business Administration, Economics, or related field with three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. Public agency construction purchasing experience is highly desirable. Working knowledge of governing public agency purchasing is highly desired (e.g. Federal Transit Administration Third Party Contracting Guidelines and the Federal Acquisition Regulations). Must have working knowledge of an Enterprise Resource Program – ERP (PeopleSoft is desired), or other database, financial enterprise and/or procurement systems of similar complexity. Must be proficient in Microsoft Word and Excel. Must have effective verbal and written communication skills.
